By-Laws of the TRS Resident Physician Section
Adopted April 14, 1994


Article I: Name
The name of the Section shall be the Section on Medical Physics of the Texas Radiological Society.

Article II: Aim and Purpose of this Section
The objectives of the Section shall be to: promote the highest possible standards of the practice of Medical Physics; provide a forum to stimulate fruitful interchange among its members; seek improvement in the education and training of Medical Physicists; promote clinical and laboratory research into the frontiers of knowledge of the specialty; strengthen the bonds and interchange with allied disciplines and technology aides; and provide continuing appraisal, evaluation, and development of the socioeconomic aspects of the practice of Medical Physics toward providing optimum patient care. This Section shall aim to represent the majority of Medical Physicists in scientific and socioeconomic matters in the State of Texas.

Article III: Membership

Section 1

    Membership in the Section shall be of three categories: (A) Full Membership, (B) Associate Membership, and (C) Retired Membership.

Section 2 - Qualifications for Membership

    Members of this section shall be members of the TRS. (A) Full Membership shall be reserved for physicists who are active Members in Physics of the TRS. (B) Associate Membership shall be reserved for physicists who are active Associate Members in Physics of the TRS. (C) Retired Membership shall be awarded those members or fellows who have retired from the active practice of Medical Physics because of age or disability, such change in status shall be upon the written request of the individual member and approved by the Board of Trustees of the TRS. Retired members shall have all other privileges of the original membership status except shall not vote or hold elective office.

Section 3 - Applications for Membership

    Members of the TRS seeking membership into the Section on Medical Physics will be accepted in the same manner and in the same method as provided for in Article IV, Section 2, of the Bylaws of the TRS. The applicant will simply designate his/her preference in the Section on Medical Physics and the application should be endorsed by two members of the Section certifying the applicant's qualifications for membership. The names of new members in Medical Physics elected to the Section on Medical Physics will be forwarded by the Secretary of the TRS to the Secretary of the Section on Medical Physics for inclusion in the roster of Section members.

Article IV: Officers

Section 1 - Elected Officers

    The officers of the Section on Medical Physics shall consist of the Chair; the Vice-Chair who shall be the Chair-Elect, and who shall serve as the Program Chair; the Immediate Past-Chair; the Secretary-Treasurer; and one Member-at-Large.

Section 2 - The Executive Committee

    The Executive Committee shall be the elected officers. The Chair with the approval of the Executive Committee may create additional, temporary, or standing committees to deal with the needs of the Section. Each committee shall have a chair and each committee will be required to submit a written report at each annual meeting to be circulated to the members and preserved by the Secretary.

The Secretary-Treasurer of the Section shall ensure the continuity of the archives for the Section.

Article V: Duties of the Officers and Standing Committees

The Chair of the Section shall have power to call meetings and to conduct the business of the Section according to Sturgis Rules of Order. He/she shall be responsible for the agenda of all meetings under his Chairmanship. He/she shall assume office at the close of the annual meeting of the TRS and shall announce the new membership of committees. He/she shall appoint the necessary members of the committees, other than the elected members of the Executive Committee. He/she shall fill temporary vacancies in the offices of the Section.

The Vice-Chair of the Section shall be the Chair-Elect. He/she shall replace the Chair when necessary and assume all duties and responsibilities of the office, either temporarily or for the remainder of the term in the case of the permanent absence of the Chair. The Vice-Chair of the Section shall serve as the Chair of the Program Committee, and shall have responsibilities for the scientific sessions at the annual meeting and the Interim Meeting.

The Secretary-Treasurer of the Section shall keep the minutes of the meetings of the Executive Committee and the general meetings of the Section. He/she shall be responsible for the maintenance of permanent records of the Section. He/she shall be responsible for keeping a list of all members, their addresses and telephone numbers and for issuing a revised directory of the Section whenever so indicated by the Executive Committee of the Section. He/she shall gather the applications for membership in the Section, and shall transmit the applications and all pertinent information to the Secretary of the TRS. He/she shall inform the Section membership of decisions taken by the Executive Committee and general meetings of the Section, as well as newly elected members, and officers and Committee members at their election. He/she shall be responsible for carrying out the mailing and collection of ballots whenever a mail ballot is necessary. He/she shall make arrangements for special Section meetings, and notify all members, one week or more in advance, of the meeting, place, date, and time. He/she shall be responsible for submitting relevant information from time to shall be the officers of the Section and shall be empowered to conduct the business of the Section.

Article VI: Nominations
A Nominating Committee shall be appointed by the Chair of the Section before its final annual meeting, at which final meeting nominees for the offices of Chair-Elect, Secretary-Treasurer, and Member-at-Large shall be presented to the membership. Additional nominations may be made from the floor at the last annual meeting when elections take place.

Article VII: Council of Affiliated Regional Medical Physics Societies
The Chair of the Section on Medical Physics shall serve as the representative of the TRS Section on Medical Physics to the Southwest Chapter of The American Association of Physicists in Medicine.

Article VIII: Elections
The members of the Section shall elect the officers of the Section at the time of the annual meeting. The newly elected officers shall assume their duties at the close of the meeting at which they were elected and shall hold office until the election of the successors. Only Full Members of the Section shall be entitled to vote or hold office.

Article IX: Amendments
Proposals for amendments to the Bylaws of the Section on Medical Physics may originate in the Executive Committee of the Section or from any member of the Section in good standing. Proposals for amendments shall be sent to the Secretary of the Section, who will present them to the Executive Committee of the Section at the next meeting of that body. Proposed amendments shall then be sent to all members of the Section with the recommendations of the Executive Committee. Discussion and a vote for approval or rejection of proposed amendments may take place at any regularly scheduled meeting of the Section or a special meeting called by the Chairm of the Section, but not earlier than two weeks after the mailing of any proposed amendments to the membership. Amendments shall be adopted after a favorable vote of two-thirds of the voting members attending.

Section 1 - Annual and Regular Meetings

    All annual and regular meetings shall be held in accordance with Article 7, of the Bylaws of the TRS. The Program Chair of the Section shall be charged with providing an educational and scientific program. The Chair of the Section is responsible for the agenda of the business meeting of the Section.

Section 2 - Special Meetings

    Special meetings of the Section shall be called in accordance with Article 6, Section A2, of the Bylaws of the TRS.

Section 3 - Quorum

    A quorum shall consist of a minimum of 10% of the voting members of the Section.

Article X: Conflicts
In the event of a conflict between the Bylaws of the Section on Medical Physics of TRS and the Bylaws of the TRS, the Bylaws of the TRS shall prevail. No amendment or Bylaw shall be contrary to the chapter status of the ACR or to the Constitution and the Bylaws of the TRS.
