TRS Resident Physician Section

Bylaws

ARTICLE I - MEMBERSHIP
All members-in-training enrolled in a radiology, radiation oncology or nuclear medicine residency program in the state of Texas shall be members of the Resident Physician Section (RPS) of the Texas Radiological Society. Residency Programs are contacted by the American College of Radiology each year to gather the latest information on residents enrolled in their respective programs.

ARTICLE II - RESPONSIBILITIES
The RPS shall be responsible for electing its officers and members of the governing council. The Chair of the RPS Section will be a member on the TRS Executive Committee. Resident representatives may also be appointed to any standing committees of the TRS or American College of Radiology (ACR). The RPS, through its officers and governing council, shall be responsible for the conduct of all pertinent matters to come before the section.

ARTICLE III - FINANCES AND BUDGET
The activities of the RPS will be financed in accordance with the policies established by the Executive Committee of the TRS. Should the RPS elect to assess dues, the Secretary-Treasurer of the RPS will submit a proposal for approval by the TRS Executive Committee. The TRS Executive Committee shall have the final authority to approve expenditures related to the activities of the RPS.

ARTICLE IV – OFFICERS & GOVERNING COUNCIL
The officers of the RPS will be a Chair, Vice-Chair, Secretary-Treasurer and Radiation Oncology Liaison. These officers will be members of the Executive Committee of the RPS, and will implement policy and attend to the day-to-day activities of the RPS. The Secretary-Treasurer of the RPS shall be elected by a majority vote at the annual Resident Section Meeting. This candidate would ideally be a junior resident, such that he/she will have 2 more years in residency in order to serve as chair of the section while still in residency.

Succession of Officers:
At the close of the annual resident section membership meeting, the Vice-Chair automatically becomes Chair. If the Vice-Chair chooses not to serve, or is unable to serve in the role as Chair for any reason, the Secretary-Treasurer will assume the Chair position.

At the close of the annual resident section membership meeting, the Secretary-Treasurer automatically becomes Vice-Chair. If the Secretary-Treasurer chooses not to serve, or is unable to serve in the role as Vice-Chair for any reason, the Vice- Chair position will be open for election at the annual resident section meeting.

The Governing Council of the RPS shall consist of one delegate from each radiology, radiation oncology and nuclear medicine residency program in Texas. These delegates shall be elected by members of each residency program either at the annual business meeting of the RPS or within 60 days following the TRS annual meeting. Members of the Governing Council shall serve a term of one year beginning at the adjournment of the annual business meeting or immediately following their election at the residency program.

ARTICLE V - DUTIES
Section 1

Chair: The Chair shall preside over the meetings of the RPS Executive Committee, RPS Governing Council and meetings of the general membership of the RPS. He/she shall be a member of the TRS Executive Committee, the Resident Program Committee, and the TRS’ Communications Committee. He/she will be responsible for collecting and submitting articles for the resident page of TRS newsletter. He/she shall also be an Ex-Officio member of all standing committees of the RPS section. The Chair, together with the other officers, shall execute the policies of the membership and the Executive Committee of the RPS.

Section 2
Vice-Chair: The Vice-Chair shall preside over meetings and/or represent the RPS in other matters in the absence of the Chair. He/she will serve as a member of the Resident Program Committee as well as the TRS’ Membership Committee.

Section 3
Secretary-Treasurer: This officer shall be responsible for notifying the membership and the Executive Committee of all meetings, recording and distributing minutes and retaining all records of the membership. The fiscal duties of this officer shall include the maintenance of all financial records of the section, the collection of dues, if any are to be assessed, and the deposition and disbursements of all funds. The Secretary-Treasurer will preside at those meetings at which the Chair and Vice-Chair are unable to attend. The Secretary-Treasurer will serve as a member of the Resident Program Committee.

Section 4
Radiation Oncology Liaison: This officer shall be responsible for determining and communicating the needs of radiation oncology residents to the RPS Executive Committee. He/she shall serve as a member of the Resident Program Committee. The Radiation Oncology Liaison will also work with the Radiation Oncology Program Committee to encourage residents to submit abstracts for possible presentation during the radiation oncology program.

Section 5
Governing Council: The delegates on the governing council of the RPS will serve as liaisons to their respective residency programs. They shall disseminate information from the TRS and ACR as needed and encourage attendance of their fellow residents to the TRS meeting. The delegates of the RPS Governing Council will be funded in the amount of up to, but not exceeding $500 to attend the TRS Annual Meeting the year following their election to the Governing Council.

Representatives: The Chair, Vice-Chair, Secretary-Treasurer and Radiation Oncology Liaison of the RPS shall serve as the Texas representatives to the American College of Radiology’s Annual Chapter and Leadership Conference. Their privileges while attending the ACR meeting will be in accordance with the Bylaws of the ACR. These representatives will carry out the directives of the RPS as determined by the membership and the Governing Council concerning the policies of the section and its position on matters under consideration.

ARTICLE VI - RECALL
Any officer of the RPS may be recalled by three-fourths (3/4) vote of members at any annual meeting of the membership.

ARTICLE VII - AMENDMENTS
These Bylaws may be amended at any annual meeting of the RPS, by a majority of those present and voting, after first being approved by the TRS Bylaws Committee.
